Program Manager of Delaware Energy Assistance Program (LIHEAP)

Reporting to the Director of Program Operations, the Program Manager of the Delaware Energy Assistance Program (DEAP) directs, develops, evaluates, and administers the Delaware Energy Assistance Program (Low Income Home Energy Assistance Program – LIHEAP) under contract with the Office of Community Services of the State of Delaware.  The Program manager is responsible for managing the program staff.

Specific Responsibilities

  • Coordinate with State of Delaware Office of Community Services to administer the contract.
  • Maintain compliance with federal and state program standards and contractual requirements.
  • Prepare annual budget and program goals and objectives.
  • Design staffing plan and development.
  • Provide supervision, coordination, and evaluation of a total staff of 30 in 3 offices, including 4 direct reports: Intake Supervisor New Castle County Office, Intake Supervisor Kent County Office, Intake Supervisor Sussex County Office, and Supervisor DEAP Payment Processing.
  • Ensure timely and accurate submission of invoices and reports.
  • Monitor energy vendors for fulfillment of contract regulations and payment procedures.
  • Coordinate activities with other energy programs and community-based agencies.
  • Investigate and respond to inquiries and complaints from all sources regarding the program.
  • Maintain a high level of client satisfaction.
  • Participate and meet the guidelines of Catholic Charities CQI process.
  • Other duties as requested.


  • An appreciation and passion for the mission of the Diocese of Wilmington and the work of Catholic Charities.
  • Minimum of 3 years of relevant work experience including supervision; experience with LIHEAP or administration of government contracts preferred.  
  • Ability to work within the terms of Federal and State contractual requirements.
  • Proficiency in supervisory, management, and budgeting.
  • Ability to administer, manage, and maintain a balanced budget.
  • Demonstrated solution-focused approach to business management, as well as program operations.
  • Ability to lead, motivate, and manage, with sound decision-making and problem-solving skills.
  • Exhibit organizational skills and keep accurate records.
  • Demonstrated organizational and supervisory skills that will motivate and inspire staff while setting high expectations and professional direction.
  • Strong interpersonal skills with demonstrated ability to work effectively with state government.
  • Demonstrated knowledge of Microsoft Office.
  • Bachelor’s degree in Social Services, Business Management, or related field.
  • Willing and able to travel within the footprint of the Diocese of Wilmington.
